Transformative Agreements
Open Access to scientific publications refers to the access, without restrictions, to publications resulting from research projects, subject to peer review processes or validation.
1 – Agreements available via b-on:
In order to comply with the regulations regarding the Fundação para a Ciência e a Tecnologia (FCT) Open Access Policy, adopted in the 5th of may 2014, and the FCT’s Sponsored Research Publications Open Access policy, applicable to grants whose application period ends after 07/02/2025, b-on has negotiated transformative agreements that allow for the publication in hybrid journals without any costs, whose APC rates will be fully covered by the subscription costs.
The agreed conditions for open access publications under the transformative agreements which will take place during the three-year-period 2025-2027 can be consulted here https://www.b-on.pt/acesso-aberto/#acessoaberto
Note: The process for the new acquisitions that will result in the upcoming agreements is not yet concluded. However some publishers have, autonomously and voluntarily made available the Open Access workflow that allows to publish in Open Access under the conditions negotiated by b-on.
Publishers whose contracts are in effect or that allow publishing in open access under the agreed conditions by their own initiative:
ACM |
Annual Reviews |
Elsevier |
SAGE |
Wiley |
Publishers that do not allow for open access publishing under the conditions of the upcoming agreements or whose annual quota was fully consumed and is no longer available:
ACS | AIP | IEEE |
IOP * | RSC (quota depleted) | Springer (quota depleted) |
Information IOP*
Although the acquisition process with IOP Publishing has not yet been completed, the publisher has, on its own initiative, allowed open access publication. However, this possibility was based on the previous agreement, which had an annual article limit (44). Since that limit has now been exceeded, it is necessary to wait for the completion of the new agreement in order to benefit from the conditions of the new contract. Nevertheless, the publisher will allow the reclassification of articles published under closed access in hybrid journals, that is, articles that at this stage can only be published under closed access will be made open access once the new contract comes into effect. The publisher will also reimburse publication fees for articles published in gold open access journals. |
2 – Agreements with other Publishers resulting from IST’s direct subscriptions:
MSP – Mathematical Science Publishers
From 2023, MSP has implemented the S2O model (subscribe to open) and, henceforth has made available in open access and without APC payments five of their scientific publications.

EMS – European Mathematical Society
From 2023, EMS has made available under the S2O model (Subscribe to open), in open access and without APC payments, 22 of their scientific publications.
